Always good to depart from generic compliments.

That's how you get girls thanking you for making their day and insisting they've never been complimented like that before (even if they've been cat called 10 times before meeting you)

My personal favourite is to add spice to otherwise generic compliments + make a little charismatic performance out of it.

Me: Excuuuuuse me...

Her: yes?

Me: You look...AbsOluuutely...stuNning (voice inflection with emphasis on "absolutely" and infuse emotion of surprise + massive curiosity)

Her: thanks!

Me: I mean... (slowly gesture at her outfit like you're assessing a work of art)... that dress... so elegant, so feminine...and the way your hair flows... hmmmmmmmmm (purr)

Basically, you're taking a moment to pause and contemplate what exactly it is about this piece of art that stops you in your tracks.

Give her a few seconds, during which she'll likely be staring at you, waiting for you to pass judgement, which you eventually do:

Me: love it...

Her: thank you!! (big smile on her face)

Transition to introduction.

It can be an overkill in any place where a more subtle opener would work best.

That's why I only use it for day game street stops (or even in malls) where a strong opener is often needed to generate enough intrigue and compliance for her to remember you when you'll text later that day.

Getting the non-verbals right not to come across as over the top is important.

With enough practice, this opener works wonders.
