Gf doesn't want to have sex even though she is aroused.

So i have been dating this girl for 1 month now, and any time i try to initiate sex we get to the kissing and sucking part but when it comes to the actual sex she refuses, she tells me she is ready to have sex but doesn't know why she is unsure about having sex with me. I think the issue is that she doesn't think am being serious with her and wants to be sure before going all the way also she says she has had bad experiences after having sex with other guys, so she is hesitant, i think i should more affectionate and loving with her. Guys What do you think is the issue in this case and how should i deal with it.

P.S: I have already communicated to her how important sex is for me in a relationship.
