How to create opportunities for coworkers or classmates ?

Hello guys!

Let's say there's this hot coworker who is not in the same department as you or this cute classmate that is for some reason "out of reach".

How do you create opportunities to approach them ?

I have some ideas:
- Banter and tease every time we met and use slow game on her
- Cold Approach her and her friend
- Use social media

Specifically, I have a coworker that is throwing SIO at me when she's passing our group in the cafeteria after lunch. I'm with my buddies and she's with her friends. Also, there's many people around.
I also already had the same scenario with a classmate. I talked to her but I rushed the process because I thought that the opportunity were few so better to ask for her number now. Obviously I messed this up.

Co-worker depends on organization policy, does it restrict such relationships (I was told once that policy did not allow dating customers, reason I did not vote for Perot in '92). If not, suggest coffee after work with logistics check.

There's no such policy in our company.
What I'm really asking is about the approach, not really about logistics or anything like that.
