How do I find parties. People always say if you wanna party you can find a party but I can’t find anyone who parties.

Might be a dumb question but... can you define "party"?
I have very little experience but I guess I could offer my opinion, if nothing else.
I suppose one option would be to host one yourself, but depending on your location, social circle, and circumstances (such as exams if you're in college) you might not find enough interested people. And on top of that, depending on the whole pandemic situation where you are, party life may have to be greatly reduced for a while. That applies for basically any party-seeking, not just self-hosted.
If nightclubs are open, you could just try to socialize with the other people and either tag along if you click with them, or make invites yourself.
I don't know what your social skills are like, but if I tried to use the stuff above (though I can't because exams are in full progress and clubs are still closed) I wouldn't expect to end up on a party every night I go out. I guess it would be quite a numbers game. Though that's the purpose of practice, I suppose.
I don't know. What's your goal with attending a party, anyway? Party just for party's sake? Because if you want to get laid or socialize I'm sure you could find other ways to get there without necessarily having to attend a party.

Due to lockdown you won't find many now. Although people in select social circles are still going at it.
I guarantee that if you have a high status job, like nightclub promoter, or rapper, you will get invited to a lot especially if you're able to gain a lot of social media followers.
It's a combination of social circle game + being visible. People want to be around people of value. If you aren't valuable to them, they won't feel the need to invite you.
Different guys have a different niche. Based on your profile pic, I imagine you want to meet hot women. Figure out what you might have in common with them, and then go to those groups. It could be anything - yoga, beach volleyball, cooking, anything. It also helps if you are an expert at something.
