It might be wise to make sure you are uploading an image that is of ".jpg" format instead of one of the others (such as .png or .bmp). The .jpg format is "compressed" so that the size of it is usually small. It is most widely used on the internet to share images since they usually are small in resources.
The other issue might be that your image is too large in actual size. I think the limit for Avatar images on this board is 96 x 96 pixels. If you want to find something that fits that format, you can go to "google images" and change the search constraints to only search for images less than 96 x 96 pixels.

it can only be 19kb. If you have photoshop, save it on a lower quality/smaller size. If you have a converting program, simply convert it to the same format again, .jpg for example. Otherwise, you might as well just drop it in paint and save it again.
