Well, the first thing you could try is getting a night alone with her where your roommate isn't there so she's completely comfortable. Hint at it beforehand so that she's well aware of it.

The next thing I would try doing is getting her much more mentally involved... maybe when you two go out for something to eat, make sexual comments about her attire and rub her sexually at times where she knows no one can see her. If she gets a bit uncomfortable, then just try to tone it down a bit. Even little things such as rubbing your hand up her thigh while you're at the table can be good.
