No idea how I know this, but pretty sure it's called vaginismus. There's a treatment section here. It mentions progressive desensitization with small dildos and that the lack of lubrication is likely lack of mental relaxation.

I've been with three girls like this, I thought it was more common lol. In my experience you have to work them for a while but eventually they start loosening up. There's treatment they can do on their end like kegels and progressively sticking bigger things in their vagina. To be honest, I'm more artistic with the way I view the world and I always thought that it was a reflection of the girl's mental state. Girls like this tend to be really closed off and aren't sex positive, and so it reflects on their pussy. Help her start viewing sex as more natural and you should be good.
