When socializing, or atleast trying to I feel a lump in my throat and my words come out cramped and die out quick, really unnatractive stuff.

My voice is pretty sweet when I feel comfortable, but I'm planning on being in plenty of uncomfortable situations.

How can I train myself to speak well, irregardless of comfort, or situation?

Not sure if trolling or not, but it's not a literal lump :p
Basically, my neck feels tight, and uncomfortable.

This sounds like nerves more than anything else - keep putting yourself in the situation and adjust to the tension then this should go away.

For good measure, when you put yourself in tense situations force your body language to stay confident; chest out, breathe deeply, speak slowly, etc. What usually happens is that when a person is nervous his body responds (slouched posture, shallow breathing, etc.) and all those variables together affect your ability to speak clearly and project your voice. I struggled with this when I was getting used to approaching as well!

Best of luck!

I don't think my posture slouches, but I have definitely noticed the correlation between breathing and voice projection and overall confidence. My breath tends to quicken in those scenarios, so I'll be mindful of it next time.

Also, even in comfortable situations, like speaking with family my voice is weak, and the action of speaking is a bit tiresome and I have to "force" the words out.

I read the article on the main site, but I can't say it was much help. Do you have any advice on developing a more confident voice?

Meditation. teaches you to have full breath into your belly, which helps you get a fuller voice.
